In our elementary we are grading standards (Overall Strands) with traditional grades. Is their a way that we can do category weighting and have the standards roll up to a traditional grade. Our courses are currently year long courses. 

I want teachers to be able to enter Classwork / Assignments using points or percentages and that be 30% of students grades. And, assessments be 70% of students grade. I want students to have a quarter grade, semester grade and a year grade.

I am a bit confused about what you are trying to do. Are you trying to have the Standard grades create the Traditional grade or do you want to do Category Weighting for Traditional grades? The Traditional Grade for the reporting terms can be set to be Category Weighting very simply, just setup the calculation in Settings>Traditional Grade Calculations. You can use Standards Weighting if you want the grad generated by the Standards.

The reporting terms are setup on the Admin side at the Final Grade/Reporting Term Setup page.
